Connecticut State Law now Requires Cosmetology Schools to Teach Textured Hair Education

Connecticut is the third state to require cosmetology schools to make natural textured hair a part of the curriculum. Governor Ned Lamont signed the legislation on May 28, 2024 to ensure hairstylists have the skills and knowledge to provide proper and safe hair services for all. Connecticut follows New York and Louisiana in signing this requirement into law.

The legislation was sponsored by Connecticut State Senator Patricia Billie Miller and the Professional Beauty Association (PBA) in conjunction with the Texture Education Collective (TEC), founded by DevaCurl, L’Oréal Professionnel and Neill Corporation (owner of Aveda).

“By mandating inclusive hair education for cosmetology licensing, we ensure that all hair types and textures are properly cared for,” says Governor Lamont. “This law supports our diverse communities and sets a new standard for excellence in beauty services. I am proud that Connecticut is leading the way.”
