Neon Dreams
Leave it to @shmeggsandbaconn to create the color of all our neon dreams. She mixed a babylights technique with her model’s natural base, then added in the new CHI Chromashine Mellow My Yellow and Orange You Obsessed to create a badass neon color we can’t stop obsessing over.
