There is the red line from Kerastace, a jelly that is used to cover the hair on the beach, that gives a wet look, but it won't "hold". Start with a gloppy, clear gel and brush well to set the foundation and finger style. If it's wavy or curly, make sure that the style is firmly set because it will weaken when you start to spray...
plain old water...
It is water because most products begin to dry. Select a very fine mist sprayer (the old fashioned kind used on plants designed not to disturb the leaves) and keep a painter's plastic dropcloth under the model, curbed with towels. You're only wetting the TOP and surface of the hair the camera can see, not especially underneath.
