Razor Cuts; Dry vs. Wet hair. Thoughts?

There have been some questions arising lately about razor cutting on dry hair. I have heard of some tools that are supposed to be safe to cut dry hair with. This goes against everything I learned! Is anyone familiar with these tools? What makes them different from any other blade? Any information you have will be much appreciated! Thank you!
