i need help building my clients

I'm newly licensed and have only 7 clients i just for a job 3months ago and the salon i'm at is in a horrible spot, NO WALK INS.
I have gone to the malls around my area and passed out flyers and business cards. Im doing plenty of promos.
But, im running out of ideas can anyone help?
i just need to get some rear ends in my damn chair i can do the rest. Im confident in getting first timers to re-book before they leave
